		<description>I don&#039;t know why the breeders are complaining - the new PA law doesn&#039;t go into effect for ONE YEAR and if a breeder was never convicted of a violation of the PA Dog Law, waivers are available that allow breeders THREE YEARS to implement the changes!

Also the more stringent requirements will only apply to kennels with 60 dogs or more.

Further, the exercise requirement has NO SET TIME - it was to have been 20 minutes daily but the PA senate stripped the 20 minutes so the law now just says &quot;exercise&quot; and there&#039;s yet another loophole that allows vets to say animals don&#039;t need exercise.

The only law that is effective immediately is the inability to kill dogs by the breeders - a vet must perform this service humanely.

Honestly, with as poorly as some of these dogs live their entire lives, killing them humanely is the least breeders can do.

Eventually, most breeders will have to double cage size and add semi-solid (versus wire) flooring but let&#039;s not paint this bill as the undoing of commercial breeding because it&#039;s far from that!

Dogs in PA will continue to suffer so that pet shops may have inventory.  Smary consumers know that adoption remains one of the best solutions for all concerned.</description>
