I’m proud that my home state of Ohio has put into effect a new law upgrading standards of care for dogs kept in puppy mills. Our history in this area has not been great, with many commercial breeders keeping their dogs in filthy, horrible conditions. Florida voted to ban greyhound racing, so in about a year there will be around 8,000 greys coming off the tracks and 7,000 racers-in-training that all need to find new homes. Ugh.

Aside from the massive problem of pet overpopulation in the US, there are many good reasons to spay or neuter your pet. Unless you are a professional breeder, there is no reason to have an unaltered pet in your home. If money is an issue, look for low-cost clinics which are offered fairly regularly in most areas. Vets are committed to getting every pet spayed or neutered, and many volunteer their time or offer reduced rates to encourage people to get it done.

The U.S. imports 80-90% of its bomb- sniffing dogs from overseas breeders. Increasing demand and a shortage of dogs places U.S. national security in unnecessary jeopardy. HR 4577 creates a path forward to improve standards and capacity for explosives detection dogs and encourages domestic breeding programs.
